I'm looking at the TRS-80 Level II manual right now.  It states that the
FOR
statement sets the start, end and increment variables and they aren't
evaluated until the NEXT statement is executed.  Although it doesn't
explicitly state that a loop is executed at least once, it's easy to
deduce
it from the do***entation.
