I am not sure about this, but I have vague memories of encountering
this problem over 15 years ago.

I think is was something to do with trying to Shell another EXE and
that there was some form of conflict with the run time module.

I've vague memories that it was Shell-ing another EXE that used a
different run time.

If the problem only occurs on the new machines and the same EXEs run
fine on the old machines then it indicates that something on the new
machines is confusing the system.

From memory I don't think the manuals will help you.
