HTTP Library for BASIC

Guys,

I am interested in developing a server application in BASIC. The server 
should be able to:

1. use a ODBC-SQL library for database I/O;
2. use a HTTP library with a TCP/IP stack;
3. be written in a BASIC that compiles and runs on multiple operating 
systems (Windows, Mac OS/X, and Linux)

Can anyone tell me which BASIC compiler is the easiest-to-use tool for 
developing this type of application? I know that PowerBasic only runs on 
Windows, TrueBasic runs on Max OS9 and Windows, and that PureBasic, 
RealBasic, and BBC Basic run on all three OSes.
