Depends on what services are available on your server, and a clearer 
idea of what you are trying to do.

Typically you would use an upload program (php, cgi, etc.). The user 
selects the files the program uploads them and you return a page that 
shows the images (referencing the files on your server as in <img 
src="path/img.jpg" alt="">).

You could download a java applet to the client and display the images 
in some kind of mocked up page.
