   In short: You want to do what CSS is meant for, but without CSS.
Sounds reasonable. :-/

HTML doesn't specify looks; it specifies content. For instance:

<p>Foo</p>

   ..just tells the browser that there's a paragraph with the text
"Foo". How it is *rendered* is completely up to:
1) The web browser (it can chose to render it upside down for all it
cares).
2) CSS
