In this case, the purpose was apparently to give misleading
disinformation:
   title=http://www.linux-on-cd.de/
In addition to being syntactically invalid, it is probably meant to
mislead 
the user into getting a wrong idea of the destination of the link. 
Typically a graphic browser shows the title attribute value in a tooltip
on mouseover.
