It depends on what you want the editor to do.  I would recommend a plain 
text editor with syntax highlighting.  I like HTML-Kit 
<http://www.chami.com/html-kit/>,
which is free and has lots of plugins 
available.

If you want a WYSIWYG, then I would suggest Composer or NVU.  

I would not go with FrontPage as it writes sloppy, bloated markup.
