What editor to use (and how) to manage lots of pages with similar headers

Hi,

Up till now I have used frames to get the effect of a navigation bar to
get
to lots of pages.
I want to get rid of frames BUT ... how do I get a navigation bar then ?
Is this handled via a table on one side ?
And what editor is smart enough to help me out here because I don't want
to
re-do the work for 100 pages or so.
An editor that can figure out which link needs to be greyed for instance
(because that page is active)
Not sure if what I ask exists ?  But I would think it does ?
Up till now I have used FrontPage ... I'm not a wiz on the subject ...
don't
make it too complicated ;-)
