FrontPage - worst of all 
GoLive - not much better, but still has a lot of bloat
Dreamweaver - expensive, and good in the hands of someone who already 
knows HTML markup
NVU - probably best of the bunch and is free

I would keep away from WYSIWYG editors, and use a plain text editor with 
syntax highlighting.  My recommendation is HTML-Kit 
<http://www.chami.com/html-kit>,
integrates with HTML-Tidy and TopStyle.
