I agree that a change on hover is a good idea - I would even say
essential. This would seem to be the problem.
a:link {
color:#0000ff;
margin:0;
text-decoration: underline;
}
a:hover {
color:#FF0000;
margin:0;
border-bottom:1px dotted #2F78BF;
}
I think when you switch from text-decoration to border-bottom the
vertical spacing changes.
