First of all, thanks a lot for your comment!

1. I'll look into the possibility to make the image as light as
possible (stripping all redundant info etc)
2. Target audience for the site is The Netherlands, where percentage
of people connecting over phonemodem is soon to be reduced to zero
since all providers are stopping that service all together between now
and a few months. Nevertheless of course I agree that time to load the
page should be minimal.

3. If designing in this manner can be done (read: problems I
encountered can be solved) I consider defining several window sizes
later-on or maybe leave it that way if the designer would settle for
it (and if the assumed advantage of working in this way: less time
needed to develop a website holds). Or maybe there is a way to size
the image to fit in the window (on my HTC TyTNII pocket phone the site
fits well (but is to small to read then of course) and can be set to
'desktop' to make it readable, in which case the image floats outside
the window). Not that the pocket phone it the targeted platform by the
way...

4. I assume there must be a way to position seperate text blocks
relative to the background image, however I'm struggling to find out
exactly how.

5. That is entirely true. However I'm working hard to try to
understand. Untill two days ago I did all positioning with tables...
over Easter I bought and (partially) read a book on proper html and
Css... Thanks a lot for the link! If only I still where a student,
with time to learn...

Note that text block do actually keep their position relative to the
background image now. However there's an issue when the browser is
smaller then the image: in that case the left side of the website
dissappears... Any suggestions / help is welcome!
