Vista file protection question

I have some old Pascal coding that Vista is balking at when  'myfile'
is stored under Program Files. This works fine when the file is stored
under Do***ents. I'm getting a "File Access Denied" error message.

   AssignFile(myfile, 'SomeData');
  Reset(myfile);


 Of course, it works fine under WinXP.  I do not change this file - it
is only read. Thus, I thought I could (should) store the file along
with the EXE file.  Perhaps there is another way to open this file
read only, but I can't find any do***entation.
