Ah yes.  It's obvious once you point it out.  If you script FreeBSD 
updates, they are set to randomly add between 0 and 59 minutes to the 
actual fetch time for exactly this reason.  It's similar for automatic 
fetching of ClamAV signature updates and loads of other examples.

I'm banging myself on the head for not spotting this earlier.
