I haven't done it, but from reading the man page, it sounds like

  softwareupdate --list

can tell you if there are any updates available, and

  softwareupdate --download --all

will download (but not install) all the available ones. Seems to me that
covers exactly what you asked for. Yes, one would have to wrap a script
around it to get a nice notification, but the basics seem to be there.
