Me again. I think I've solved this one! There is a folder
~/Library/LaunchAgents/ that, at least on my system, was only writable by
root. I did a "sudo chmod 775 ~/Library/LaunchAgents" while trying to
troubleshoot an unrelated problem, and a dummy folder action that spoke
some text started speaking. On my system the previously empty LaunchAgents
folder now contains two .plist files that are seemingly related to folder
actions.
